The meeting was called to order by Supervisor Hanse at 7:00 pm with the Pledge
of Allegiance.
Supervisor asked for a motion to move into executive session for the purpose of discussing a particular personnel issue. Beau Dushane was asked to attend.
A motion to come out of executive session was made by Michael Veeder seconded by Thomas Burke and duly carried.
Patrick Kennedy made a motion to retain Christoper Frisbee at his current title and rate of pay until he can take the first available EMT recertification class. Thomas Burke seconded the motion which was duly carried.

A motion to accept the minutes of March 12, was made by Thomas Burke seconded by Michael Veeder and duly carried.
The meeting was opened for public comments:
Jolene Region, Collin Mallory and Greg Region addressed the board with their on-going problems and concerns with their neighbor relative to Potic Creek Road. Jolene asked that the minutes be adjusted to reflect that the board is taking care of the situation. The Clerk explained that minutes are not adjusted nor are they taken verbatim. Ms. Region and Mr. Mallory are very frustrated with the situation and want to know what the delay is. They feel that is not only a public safety issue but a health issue as well. The Town received the title report which reflects that the Town does own the property. However, there is no metes and bounds description and the property may have to be surveyed. There is a legal process that must be followed, and it takes time.
Donation request received from the Greene County Youth Fair. Thomas Burke made a motion to donate the same amount as last year; to be confirmed with Donna. Michael Veeder seconded the motion which was duly carried.

Bids for the 2024 mowing season were opened; three were received as follows: Wm Property Services LLC in the amount of $5,600; G-n-J Home Improvements in the amount of $5,500 and Flats Brothers Landscaping in the amount of $7,312.00. It was noted that Wm Property Services did the mowing last year; no complaints and did a respectable job. Discussion ensued. As the Board is required to accept the lowest bidder Michael Veeder made the motion which was seconded by Patrick and duly carried awarding the bid G-n-J Home Improvements.

Deputy Highway Superintendent Scott Eldred is seeking authorization to attend the 2024 Highway School in Ithaca June 3-5. The registration fee is $125.00; hotel accommodations and mileage will be reimbursed. Highway Superintendent has approved Scott’s attendance. A motion to authorize Scott’s attendance was made by Thomas Burke seconded by Patrick Kennedy and duly carried.

Discussion regarding the purchase of a Stryker Power Load system to be installed in the 2019 ambulance. The total cost of the system and installation is $32,920.00. This cost is about $4500 more than having the system installed at the time of remounting. Considering the projected eighteen-month delivery of the remount, it makes sense to have the Power Load installed sooner. The purchase of a 2024 F-350 4×4 chassis is $207,861.00 – the amount is subject to change as Ford could increase the price. This is purchased off public bid. A motion to purchase the chassis and remount the power load system was made by Michael Veeder seconded by Thomas Burke and duly carried.

Discussion on Shipping Container application and fee (Local Law #2-24). The fee was set at $100 and will be added to the current fee schedule.
Discussion on adding commercial sprinkler/fire suppression systems to our fee schedule as well. Mike will check into this and report back to the board.
The Town Clerk reported that Julie Fisk will be retiring from the Assessor’s office May 1. She has shown an interest in maintaining the gardens at Town Hall this year. Her fee is $30 per hour, and she would be reimbursed for mulch, flowers, etc. not including tax. A motion approving Julie to do the gardening for the season was made by Thomas Burke seconded by Michael Veeder and duly carried.

Tom Burke stated that the Town is still in need of funds to make bridge repairs. At this point bonding might be our only option.
A motion to schedule a public hearing for May 14 at 7:00 pm on Local Law #3-2024 extending the moratorium on new excavation or mining of lands approvals was made by Patrick Kennedy seconded by Michael Veeder and duly carried.

A motion to accept the February Justice reports was made by Michael Veeder seconded by Patrick Kennedy and duly carried.
General Fund and Highway bills in the amount of $92,804.11 were audited on abstract #4, voucher numbers 2024-208 through 2024-258.
At 8:01 pm a motion to adjourn the meeting was made by Thomas Burke seconded by Michael Veeder and duly carried.
Copies of all resolutions, agreements, and contracts are on file in the Town Clerk’s Office.
