The public hearings on the proposed fire contracts with Coxsackie Hose Company No. 3, Earlton Fire Department and proposed Local Law #1-2023 A Local Law Repealing a Portion of the Town Zoning Law Relating to Enforcement Provisions.  Tow Clerk presented the legal notice.

A motion to close the public hearings at 7:17 pm and open the regular board meeting was made by Michael Veeder seconded by Thomas Burke and duly carried.

A motion to approve the Earlton Fire Department Contract was made by Michael Veeder seconded by Thomas Burke and duly carried.

A motion to approve the Coxsackie Hose Company No. 3 contract was made by Thomas Burke seconded by Patrick Kennedy and duly carried.

A motion to adopt local law #1-2023 was made by Patrick Kennedy seconded by Richard Hanse and duly carried.
Ayes:  5 – Hanse, Burke, Kennedy, Veeder, Wilkinson

A motion to accept the minutes of  December 13 and December 19, 2022, was made by Michael Veeder seconded by Thomas Burke and duly carried.

Supervisor opened the meeting to the public; no comments were offered.

Department reports were received from the Town Historian, Code Enforcement and Chief of EMS.

Clerk reported that the annual Trooper Brinkerhoff Memorial  Race Series will be held April 22 and April 29.

Resolution was presented to establish a  lower speed limit (30 mph) on County Route 51 in the Town of Coxsackie from State Route 81 to Paradise Hill Road.   A motion to approve the resolution was made by  Thomas Burke seconded by Michael Veeder and duly carried.

Resolution presented for the Town to pay the cost of obtaining a commercial driver license for new highway department employees.  Hopefully this will broaden the pool of candidates available to work for the Town Highway Department.  The resolution calls for the reimbursement of costs to the Town if the employee leaves for any reason prior to the completion of two years. Michael Veeder made a motion to adopt the resolution which was seconded by Thomas Burke and duly carried.

2023 Commercial Insurance was removed from the agenda as we do not have a quote yet. 

Annual income limits as established by the County for Senior and Disabled tax exemptions were presented.  The Town typically aligns with the County on these exemptions.  A motion to adopt the recommended maximum income limit to $34,000 with full sliding scales was made by Patrick Kennedy seconded by Michael Veeder and duly carried.

Tom Burke as EMS liaison reported that he is looking into the possibility of making some improvements to the ambulance department – call turnovers, economics, etc..  More information is needed and will be forthcoming.   

General Fund and Highway bills in the amount of $112,585.59 were audited on abstract #1, voucher numbers 2023-001 through 2023-0048.

Year-end accounts of the Supervisor and Town Clerk were presented for review.

Donna reported that QuickBooks has still not been implemented; she is waiting for the accountant.  Impact continues to be problematic. Mike had a question regarding the Supervisor’s year end accounts; Donna reviewed and realized that there was a typo.  She will provide an amended balance sheet for next month.  Linda asked about budget transfers; Donna explained the process of transferring funds.

A motion to accept the December Justice reports as presented was made by Linda Wilkinson seconded by Michael Veeder and duly carried.

At 7:45 a motion to enter into executive session for the purpose of discussing personnel matters and possible litigation was made by Michael Veeder seconded by Linda Wilkinson and duly carried.

At 8:12 a motion to come out of execution session and adjourn the meeting was made by Linda Wilkinson seconded by Michael Veeder and duly carried.
