TOWN BOARD MEETING TOWN OF COXSACKIE January 11, 2022 PRESENT: GUESTS: 2022 organizational meeting. A motion to open the public hearing on the proposed fire protection contracts with Coxsackie Hose Co. No. 3 was made by Patrick Kennedy seconded by Thomas Burke and duly carried. Town Clerk presented the legal notice. The contract calls for a $6,000 increase and is for one year. There being no comments from the public, the hearing was closed at 7:13 pm on motion of Thomas Burke seconded by Patrick Kennedy and duly carried. The board continued on with the regularly scheduled meeting. A motion to accept the minutes of December 30 was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried. The meeting was opened to Mary Beth Bianconi of Delaware Engineering. Mary Beth gave an update on the Kings Road sewer line project and presented a map of the project showing the connections and reviewed the preliminary schedule. Letters will be sent out in the next week or so to the property owners, a draft was provided. Mike questioned who pays the maintenance costs. It is the Town’s responsibility to pay from revenues raised by maintenance charges. The board opted to consolidate the district into the Town-wide district. Patrick Doyle gave an update on Flint Mine’s progress – working on financing, community issues, subdivisions, host and PILOT agreements. The road use agreements are being reviewed by the attorney. Greene County EMS contract for paramedic services was presented. A motion to approve the 2022 contracts and authorize the Supervisor to sign was made by Thomas Burke seconded by Linda Wilkinson and duly carried Ayes: 5 – Hanse, Burke, Kennedy, Veeder, Wilkinson Annual income limits established by Greene County for Senior Citizen and Disabled Tax Exemptions need to be adopted prior to March 1 of each year. Currently the County is at the maximum income limits pursuant to Real Property Tax Law and therefore the maximum income limits will remain the same for both exemptions. Thomas Burke made the motion which was seconded by Michael Veeder and duly carried. Ayes: 5 – Hanse, Burke, Kennedy, Veeder, Wilkinson Received a request for the use of the Senior Center from Chauncey Cole on behalf of the American Legion for their meeting on February 18, 2022, at 7:00 pm. Motion to approved made by Thomas Burke seconded by Patrick Kennedy and duly carried. Ayes: 5- Hanse, Burke, Kennedy, Veeder, Wilkinson Linda stated that senior club meetings have been suspended until further notice. Teamsters MOA was presented. A motion to approve and authorize the Supervisor to sign was made by Michael Veeder seconded by Thomas Burke and duly carried. Ayes: 5 – Hanse, Burke, Kennedy, Veeder, Wilkinson Attorney for the Town, Tal Rappleyea’s retainer was presented. It includes a 4% increase that was reflected and approved in the 2022 budget. Motion to accept was made by Thomas Burke seconded by Patrick Kennedy and duly carried. Ayes: 3 – Hanse, Burke, Kennedy Noes: 2 – Veeder, Wilkinson Supervisor stated that while Governor Hochul has extended the mask mandate until February 2, he recommends keeping the mandate in place for the Town until February 8, the next board meeting, to be reevaluated at that time. The board agreed. Tom Burke made a motion seconded by Linda Wilkinson and duly carried to keep the mandate in place. Ayes: 5 – Hanse, Burke, Kennedy, Veeder, Wilkinson Town Clerk reported on the following: –Brinkerhoff Memorial Bicycle races will be held April 9th and April 23rd, this is their 17th year. –Michael Rausch, Town Historian provided a copy of his annual report to the board. –NYS DOT has approved the speed limit reduction on Hamilton Road to 40 MPH. Once we receive the order that is filed with the Secretary of State Larry can arrange to have the signs installed. Tom suggested that the Supervisor send a letter of appreciation to Michael Rausch. Year-end accounts of the Town Clerk and Supervisor were presented for review. General Fund and Highway bills in the amount of $45,071.86 were audited on abstract #1, voucher numbers 2022-001 through 2022-041. Mike said that in speaking with Bruce it was suggested there be more transparency between Town Board and Planning Board and that the planning board minutes get emailed to all Town Board members. It was noted that minutes are available on the website. Mike feels people would be more apt to read if they were sent via email. Bambi will work with Patty to have the minutes emailed. Tire dump update – DEC is pursuing the matter aggressively within the limits of the law. The process is slow. Defendants did not show up in Court; fines can be levied onto the property. At 8:15 pm a motion to adjourn the meeting was made by Thomas Burke seconded by Michael Veeder and duly carried.
