January 9, 2024

The meeting was called to order by Supervisor Hanse at 7:07 pm with the Pledge
of Allegiance.
A motion to accept the minutes of December 12 and December 29, was made by Patrick Kennedy seconded by Michael Veeder and duly carried.
The meeting was opened for public comments:
Jolene Region and Collin Mallory approached the board with their ongoing issues and concerns regarding an abandoned portion of Old Route 81. They presented information from their Real Estate Attorney; Rick will forward on to the Attorney for the Town.
James Clark as Chair of the Zoning Board of Appeals requested an executive session with the Board to discuss a particular personnel issue. This will be done at the end of the meeting.
Public hearings on Local Law #1of 2024 Code of Ethics, and Local Law #2 of 2024 Regulating Shipping Containers were scheduled for February 13 at 7:00 pm on motion of Thomas Burke seconded by Michael Veeder, and duly carried.
Greene EMS contracts for 2024 were presented for approval. In 2023 the cost was $110,634 per year. The cost for 2024 has increased to $125,394. The increase is primarily due to personnel costs. A motion to accept the contracts as presented was made by Thomas Burke seconded by Shane Pilato, and duly carried.

Proposed rate increases for ambulance services at the correctional facilities were reviewed. DOCCS proposed the following increases: ALS – $774.48, BLS $553.20 and mileage $12.44.
A motion to accept the increases was made by Thomas Burke seconded by Patrick Kennedy, and duly carried.

The supervisor noted that there is vacancy on the Zoning Board of Appeals. Earl Ames was recommended. A motion to appoint Mr. Ames was made by Patrick Kennedy seconded by Michael Veeder, and duly carried.

Proposal of RBT certified public accounts was presented for the purpose of examining the Justice Courts accounting and recordkeeping for 2023. The fee is $3500. Discussion ensued.
A motion to accept the proposal was made by Michael Veeder seconded by Shane Pilato, and duly carried.

Attorney for the Town, Tal Rappleyea’s retainer was presented for approval. It was noted that his hourly rate increased from $125 – $175 per hour and the retainer which is paid monthly is $1,475. A motion to accept Mr. Rappleyea’s retainer was made by Thomas Burke seconded by Shane Pilato, and duly carried.

EMS Chief Myrdycz submitted a request to hire Jacob Warren as a part-time EMT. He has been approved by Civil Service. Patrick Kennedy made a motion to approve the hire which was seconded by Thomas Burke, and duly carried.

Councilman Burke submitted a donation request from the Veteran’s Banner Committee toward the Field of Flags. A motion to donate $250 was made by Thomas Burke seconded by Patrick Kennedy, and duly carried,

General Fund and Highway bills in the amount of $180,923.87 were audited on abstract #1, voucher numbers 2024-1 through 2023-57.
A motion to enter into executive session as requested by Jim Clark, for the purpose of discussing a particular personnel matter was made by Patrick Kennedy seconded by Michael Veeder, and duly carried.
At 7:50 pm a motion to come out of executive session and adjourn the meeting was made by Michael Veeder seconded by Shane Pilato, and duly carried.
