TOWN BOARD MEETING
TOWN OF COXSACKIE

July 9, 2024

The meeting was called to order by Supervisor Hanse at 7:00 pm with the Pledge
of Allegiance.


Supervisor Hanse, in accordance with the Town’s Ethics policy, disclosed that he is on the board
of trustees of the Greene County Historical Society.  Therefore, he will be recusing himself
from any discussions on this matter and has asked that Deputy Supervisor, Michael Veeder,
moderate this portion of the meeting.  Councilman Pilato also recused himself as he has been
in talks with Mr. Gifford regarding the landscaping plan at the Bronck House. 


Mike opened the meeting to Ken Gifford, landscape architect who presented the Historical
Society’s Bronck Museum Master Plan.  They are requesting a letter of approval from the Town
in support of their grant application from the NY State Office of Parks and Recreation.  Ken
went on to say this would be a 10-year project and they will collaborate with DOT, and Greene
County. Their focus will be on better signage, keeping the barns in shape, and making the
Campus less disjointed to include a gathering spot and green space.  Mike stated he is in favor,
of the project.  Tom disclosed that he is a member of the Historical Society; but he has no
conflict.  He thinks it is a great idea, the museum is a terrific resource.  Patrick likes the idea of
making the campus more noticeable. A motion to approve and endorse the Greene County
Historical Society’s Bronck Museum Master Plan was made by Thomas Burke seconded by
Patrick Kennedy and duly carried.

A motion to accept the minutes of June 11, was made by Thomas Burke seconded by Shane Pilato and duly carried.


The meeting was opened for public comments:  Erin Kennedy Scott on behalf of the Riverside Festival Committee addressed the board; she is seeking a donation for the Riverside Festival.  
It was noted that the Town donated last year.  A motion to donate $500 was made by Thomas Burke seconded by Shane Pilato and duly carried.

Requested training for Judge Dorpfeld and Assistant Court Clerk Scaglione was presented.  The conference is sponsored by the NYS Magistrates, being held at the Sheraton Niagara Falls.  Dates for the Judge are September 22-25 and for the Clerk September 29-October 2.  Total costs for both are $2,254 which includes registration, food and lodging, roundtrip Amtrak, and cab fare.  A motion to approve the training was made by Thomas Burke seconded by Patrick Kennedy and duly carried.

Highway Superintendent Larry Ross reported that everything is going well.  They are finished with their roads.  The 2013 International is back over at Allegiant for repairs.    


NYCLASS program was discussed; Donna originally heard about this at the GFOA conference in Albany. They are an investment pool that started in 1989 and has more than $11 billion in assets and over 1400 participants. They are government approved and are recommended by our current accountants, Evening Star.  There are no transaction fees, minimum balance, or costs to join.  Interest compounds daily instead of monthly and monies can be transferred in less than two days without penalty.  




The rate is currently 5.22% and would generate more interest than the money market that our funds are currently in.  A motion to authorize the Supervisor to participate in the NYCLASS program under the terms of the NYCLASS Municipal Agreement was made by Thomas Burke seconded by Michael Veeder and duly carried.

General Fund and Highway bills in the amount of $410,580.73 were audited on abstract #7, voucher numbers 2024-393 through 2024-447.   Bank reconciliations were presented for review.


At 7:22 pm a motion to enter executive session for the purpose of discussing contract negotiations was made by Thomas Burke seconded by Michael Veeder and duly carried.


At 7:32 pm a motion to come out of executive session and adjourn the meeting was made by Thomas Burke seconded by Michael Veeder and duly carried.


Copies of all resolutions, agreements, and contracts are on file in the Town Clerk’s Office.
