Workshop Meeting June 30, 2022

The meeting was called to order by the Deputy Supervisor, Michael Veeder, at 7:00 pm with the Pledge of Allegiance.

A motion to accept the minutes of May 10 was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried.

Tad Johnson of Delaware Engineering gave an update on the Kings Road Sewer project.  There being no referendum petition submitted,  the next step is for the board to authorize bidding the work.  A resolution and bid notice were presented.  Tad reviewed the timeline and stated that they hope to begin construction by the end of August.

Patrick Kennedy made a motion adopting the resolution for the bidding of the installation of grinder pumps and connection to the force main to properties on Kings Road. The motion was seconded by Linda Wilkinson and duly carried.

Deputy Supervisor opened the meeting for public comments.

Patrick Doyle gave an update on Flint Mine Solar.  Like everyone, they are dealing with supply chain issues.  They are in the process of hiring a purchasing company.  The project is still moving forward it is just taking longer and costing more.  

Carol Metz reported that as of May 16 the Senior Center is up and running; serving meals on site and the new managers are doing well.  She thanked the board for the new toaster and microwave. 

Chris Chimento inquired as to the status of the Hecate Project – final placement of the panels and community money.  The board indicated that a representative from Hecate has not been at a meeting in the past few months.  It was suggested that he look on the Public Service Commission website for further information.  Chris also asked who oversees the solar project on Plank Road, he feels the panels are a little close to the road.   NYS DOCS is in charge of that project and did not have to obtain any approvals through the Town.

The board reviewed the Code Enforcement Officers report regarding property at 4 CR26 (The Quarry).  An order was presented to schedule a hearing on July 12 at 7:00 pm regarding the unsafe condition of the property and for the owner to come forward at that time with a plan to  repair or demolish.  If they do not show up or do not move forward with a plan, the Town can move on to the next step of putting out bids to have the structure removed.
On motion of Linda Wilkinson seconded by Patrick Kennedy, and duly carried, the order was approved as presented and the hearing scheduled.

Proposed Local Law #1-2022 a zoning amendment to regulate the sale of cannabis was presented.  A motion to schedule a public hearing for July 12 at 7:00 pm on this matter was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried.

The Town Board will hold a workshop meeting on June 30 at 6:00 pm.  Workshop meetings when necessary are held on the last Thursday of the month. 

A Resolution was presented to increase the price of lawn mowing effective June 1, by Rich’s Lawn Care at the following locations:  Town Hall $40 per cut to $45 per cut; Veteran’s Memorial Park $50 per cut to $55 per cut; Senior Center $50 per cut to $55 per cut.
Rich requested the increase due to the upsurge in the cost of gasoline which was unforeseen at the time his bid was submitted.  A motion was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried approving the increase.

General Fund and Highway bills in the amount of $283,366.17 were audited on abstract #6, voucher numbers 2022-394 through 2022-481.

A motion to accept the May Justice reports as presented was made by Linda Wilkinson seconded by Patrick Kennedy and duly carried.

At 7:24 pm a motion to adjourn the meeting was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried.
