TOWN BOARD MEETING TOWN OF COXSACKIE October 12, 2021 |
PRESENT: Richard Hanse, Supervisor Patrick Kennedy, Councilman Michael Veeder, Councilman Linda Wilkinson, Councilwoman Bambi Hotaling, Town Clerk ABSENT: Thomas Burke, Councilman GUESTS: Helen Meier, David Meier, Mark Flach, Patrick Doyle, Mary Garvey, Melanie Lekocevic, Daily Mail The meeting was called to order by the Supervisor at 7:00 pm with the Pledge of Allegiance. A motion to accept the minutes of September 14, 2021, was made by Patrick Kennedy seconded by Michael Veeder and duly carried. The meeting was opened to the public. Helen Meier inquired about the Town’s position on marijuana dispensaries. Supervisor explained that the Town has the ability to opt-out of allowing dispensaries and on-site consumption. At this time the Board will not be opting out. Dispensaries will be very heavily regulated by the State. There is potential for the Town to gain some revenue from legalized adult-use. Supervisor reported that both Flint Mine and Hecate solar projects have been approved by the State. Patrick Doyle provided an update on Flint Mine. The project was approved with conditions by the State on August 4. They continue working with DEC on their conservation benefit plan and are currently in the process of subdividing. They would like to iron out host and road agreements with the Town of Coxsackie. Hoping to start construction during the second half of next year. Supervisor received a request from AARP to use the Senior Center one or two days a week to prepare taxes in person and virtually with a focus on taxpayers over 50 and have low to moderate income. This service was previously provided at the Ravena Senior Center, but that facility no longer has space available. They would need space for a single file cabinet and room to meet with clients. This service would not interfere with the Senior Club. They will provide the Town with a certificate of insurance. A motion to authorize use was made by Patrick Kennedy seconded by Michael Veeder and duly carried. Mike Veeder would like to get the Ritter Cemetery cleaned up. Tree branches/limbs are down, currently it is not being maintained due to various factors; liability is a concern. No action was taken at this time. Budget workshop scheduled for October 21 at 6:00 pm. Public Hearing tentatively scheduled for November 3. It was noted that the hearing needs to be held no later than November 4. General Fund and Highway bills in the amount of $85,583.28 were audited on abstract #10, voucher numbers 2021-740 through 2021-807. A motion to accept the August Justice reports as presented was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried. A motion to accept the budget transfers as presented was made by seconded by Michael Veeder seconded by Patrick Kennedy and duly carried. At 7:35 pm a motion to enter into executive session for the purpose of discussing contract negotiations was made by Patrick Kennedy seconded by Linda Wilkinson and duly carried. At 7:50 pm a motion to come out of executive session was made by Michael Veeder seconded by Patrick Kennedy and duly carried. The meeting was adjourned at 7:50 pm on motion of Patrick Kennedy seconded by Linda Wilkinson and duly carried.
