TOWN OF COXSACKIE
September 10, 2024

The meeting was called to order by Supervisor Hanse at 7:00 pm with the Pledge
of Allegiance.
Supervisor Hanse opened the meeting to Catherine Benson, Director of the Heermance Memorial
Library. Catherine started by thanking the board, her family, and 5 of 9 trustees that were in
attendance. She went on to present her annual report to the board and the proposed 2025 budget.
The election for trustees and the budget will take place on Wednesday, October 16 from
10 am – 9 pm at the library. The election is open to all currently registered voters in the Town of
Coxsackie. The 2025 projected budget is $355,837, with an expected tax increase of $76.05 on
a home assessed at $100,000. The board thanked Catherine for her presentation.
A motion to accept the minutes of August 13, was made by Patrick Kennedy seconded by Michael Veeder and duly carried.

Larry reported that they are cleaning up behind the old garage and are currently mowing out in Earlton. Discussion on the purchase of a new truck – lead time is about 3 years; need to get ordered now. Larry reported that they entered a contest with the State and won assorted items for the highway department, i.e., signs, vests, cones, and hard hats. He indicated that they won with the assistance of Scott’s wife as she composed the essay.
Supervisor Hanse reported that EMS chief submitted a written report which indicated they responded to 93 calls. NYS DOH conducted an inspection which they passed without any issues.
Resignation of Planning Board Chairman Bruce Haeussler was received and discussed. Bruce resigned effective September 3, 2024. Rick will send a letter thanking Bruce for his
service. A motion to accept the resignation was made by Shane Pilato seconded by Patrick Kennedy and duly carried.

Rick proposed the appointment of Joe Garland as the chairman. Joe has served on the board for the past five years and has indicated his interest in serving as chairman. A motion to appoint Joe Garland was made by Patrick Kennedy. Mike Veeder wanted assurance that if any issues arise the chairman can be removed. Supervisor responded that the office of chairman serves at the pleasure of the Town Board. Shane Pilato seconded the motion which was duly carried.

The Town received three proposals for the installation of the automatic door openers at Coxsackie Town Hall as follows: Center for Security $11,310; Assa Abloy Entrance Systems $14,100; Allegion Access Technologies LLC $9,990. A motion to accept the proposal of Allegion Access Technologies was made by Patrick Kennedy seconded by Michael Veeder and duly carried.

Discussion on electricity for the doors. Barry Rausch will be doing the work and suggested a dedicated circuit. The consensus of the board was that they will require low voltage and can be run off the exit signs. A motion to have the power for the doors wired off the exit signs was made by Shane Pilato seconded by Michael Veeder and duly carried.

Discussion on having the door at the Senior Center replaced. Mike will look into getting prices for the door.
A motion to accept the budget transfers as presented was made by Michael Veeder seconded by Patrick Kennedy and duly carried.
General Fund and Highway bills in the amount of $102,869.61 were audited on abstract #9, voucher numbers 2024-519 through 2024-582. Bank reconciliations were presented for review.
At 7:50 pm a motion to adjourn the meeting was made by Patrick Kennedy seconded by Shane Pilato and duly carried.
